Saints Row II has been done before. It's called Grand Theft Auto: San Andreas. Also, This Is Vegas? Really? I mean Grand Theft Auto IV isn't the greatest game, but saying This Is Vegas will top it is kind of a stretch.
You're right on about the last GTA being too realistic and ruining the fun. I'll keep an eye on Saint's Row 2 to see it fills the sandbox killing void that the GTA series used to be.

That really is over-simplifying the game. You can say that about anything. Oh, CoD4? It really is moving from one point of the map while shooting guys in the face. Final Fantasy? It's just running through an area fighting monsters until you level high enough to get to the end. Fighting games? You're just fighting one guy after another.
See? It's easy to be negative about a game when you strip it down to it's basic gameplay.
And yes. GTA is about chasing a car from point A to point B. That's what it's always been. That's GTA.
Saint's Row is a soulless imposter of the GTA serise with a few "no-shit" improvements that make it seem more like GTA 3.5 dressed up like a clown.

GTAIV was utter shit, repetitive missions, a huge gigantic city with nothing to in it and a story that died around the time you reached the second island, Saints Row is just trying to be by offering an over the top alternative.
Snub your nosses if you want, you keep playing your grim and realistic sandbox game, I'll be over here running through the streets of Stillwater with a katana and then killing zombies with friends.

Again, this is YOUR OPINION and not a fact, get that through your head; just because YOU think that Skate was "monodish ownage" over Tony Hawk, doesn't mean everyone else does. Skate didn't ruin Tony Hawk because it offers a completely different experience; one is realistic and grounded while one is over the top and outrageously ludicrous. They offer two differing styles of gameplay and story, just like GTAIV and Saints Row 2.
You do not have to CHOOSE which one is "better" just because they are similar. Learn to like both on their own merits and not on how they compare to eachother.

Again, just because YOU don't like something, does not make it lore for the world. You are free to throw your opinion around, that you will like Saints Row 2 a lot more than GTAIV because of X and Y, but to come out saying that Saints Row 2 will kill or hurt the GTA franchise is most definitely ludicrous.
GTAIV brought an amazing amount of new technology and gameplay to the series, it didn't reuse old ideas, it provided a nice storyline and a very gritty and realistic feeling; how the hell is Saints Row, a game were you can dress up like a hotdog and use a sewage truck to spray feces over crowds of people, trying to compete with GTAIV? Because it is a sandbox game based in a city? Wow, nice logic. I guess Wheelman killed Mafia II, and True Crime killed The Getaway, and Crackdown killed Imagine Party Babiez, why the fuck not.
Look, I'm sorry for getting all shitty at you. It just irritates me when someone makes a pointless comparison between franchises. What I'm saying is that you can't just decide GTAIV is IN TROUBLE because you think Saints Row 2 looks better than it; that's just absurd. What proof do you have that SR2 will hurt the GTA franchise? None. You are basing this on your personal opinion of both games and what they offer you.

Of course it's all opinion. Heck, even the value of stocks are just the opinions of the investors. But yes, Skate was "mondoosh ownage" over Tony Hawk because 1) critics reviewed the game very high - much higher than Tony Hawk games and 2) it offered a new experience to the genre.
Will SR2 offer a new experience? No. Will it be a lot more fun? As a veteran of the GTA series, yes. I think so. GTA IV did, in fact, take a step back in the GTA franchise because it weighed too much on the realism of the game and it lacked the in depth customization players came to love in GTA San Andreas (a feature that Saints Row 2 maintains).
And, just like Skate offers a completely different experience than Tony Hawk (while still being a skating game), Skate has been proclaimed by critics and players to be superior to Tony Hawk because of this. Loosely related, those scores will have an influence into what people purchase, in turn hurting (or in Skate's case, helping) sales of the game.
If Saints Row 2 ends up, as I predict, to be what GTA IV should have been, then that will turn heads of critics and consumers to look at the developer of SR2 and Rockstar and that will weigh heavily in the anticipation of the future releases of both franchises, so yes, a very successful SR2 will make Rockstar Games tense as they will have to come up with a game that competes with what players loved about SR2.
SR2 encompasses more fun and hilarity and customization than GTA IV and this is why I think it will be more widely liked. People loved the airplanes, the helicopters, the car and character customization of GTA San Andreas and GTA IV tossed that out the window. Instead, GTA IV was a (in the beginning) an engrossing experience - the storyline in the opening of the game was gripping and the game looked great, but the gameplay was lacking. The missions became repetitive, having to hang out with your in game friends became a chore, and the fun trickled quickly. Saints Row is a bit more whacky and off the wall, sure, but it has activities and such that are fun to participate in. I'd rather do mayhem activities to boost my respect than to go bowling or a strip club with my horny cousin.
I'm not deciding GTA IV is in trouble. I'm saying from the looks of it, SR2 will be what GTA IV should have been and will knock GTA off its pedestal because, as I said previously, GTA IV dropped some of the more fun elements of the series to make it more grim and movie like.
Games do come out of left field and demolish the competition and this is a manifestation of my prediction of that outcome.
Point is, GTA IV left out some features that were popular in the previous iterations and SR/SR2 has maintained those features. That, my friend, is a fact.
