Most XNA developers are hard working guys who put some serious effort into their games. Sometimes it doesn't work out but if the effort is there I'm not too hard on them. It's a different story for developers who put in no effort and just clog up the Indie Games channel with horrible spacewasting tripe. For them, the place to go is here, the blacklist. Release 3 horrible no-effort games in succession and you're on here. The only way out is to prove that you can put in effort, until then you're not being mentioned in the Indie Game Recap. Here's the current wall of shame.
