Ebola virus has genome simple enough to recode into a variant strain that effects higher brain functions and hunger. The problem is that Ebola works so fast that it would kill an area and then starve itself out in under 5 days.
A better idea is to manipulate rabies. As that effects the mental state of creature. A shift in aminoacid production encoding can cause the bizarre rapid hunger as well as a prevent toxins from being flushed out of the body, causing a slow necrotizing of organic tissue.
The reason conventional virus based zombies don't work is that they function on a low energy organic battery system created by from the brain to create mobile but slow moving creatures that function without conventional biological systems. This is not possible. Humans are too frail to be rotting and moving at the same time. We'd troll around infecting and eating people for a few days or weeks then get jaundice and die
Essentially this guy wants to make resident evil. The simplest effect would essentially be a canabalistic version of the 28 days later monsters and at most Dawn of the Dead remake.
