Hate to talk to myself but, Kittridge: There may be answers to your questions at this point in time.
1) The game has arrived, it is awesome, except for glitches that remain. It is likely that this game was full of bugs, and the testers didn't put much effort in.. maybe not. But it is buggy, even after the delay.
2) More telling are recent events involving Epic and Silicon Knights (a UE3-utilizing developer) that may lead to the conclusion that Epic bit off more than they could chew, between providing the engine to dozens of developers while simultaneously developing graphics whore approved games of its own, Epic may have been unable to give proper attention and support to those devs who licensed the engine, Artificial Studios included. This may have been a factor in the delays.
In the coming weeks/months, we may see more devs follow suit and cry injustice against Epic. They may have good reason.
