I went to CNN to look at the article. From a normal viewpoint, the title is absurd and retarded, but if you actually read the article it makes sense and the title is actually supposed to be stupid.

cnn has some really tastless jokes in their headlines, like so tasteless they're not funny.
One time a guy zapped his infant with a tazer several times, and the headline was "Shocking Allegations in Infant Abuse Trial" or something like that.
