I'm not completely sure if this is real. With the inclusion of the Warner Premiere logo (
Warner's direct-to-video label ), and the general quality of the production, it seems pretty legit. This would be right up their alley, as they've also released lots of other
animated and comic based stuff and there's one "in production" thing they won't let me see without IMDBpro. On the other hand, the comment in the
ZBrushCentral thread calls it a fan film, and that would be the words of the creator.
Full film incoming, or only a teaser forever; official or fan-film, I thought it was cool, or at least interesting enough to make me want to know if there's ever going to be more than what I just watched.
Arkham does not appear on WP's Wikipedia or IMDB entry, but I also can't find mention of it on
Koales.net, which also belongs to Paul Frieling and he's the one that made it.
All else uncertain, Harley's voice kicked considerable ass.

I wonder if/how it ties in with Arkham Asylum (The game). I mean, we know it shares at least one of the same voice actors and a very similar aesthetic, but the Joker seemed to have a different hairstyle and look a lot creepier than the game version.

Could it be picked up and released by Warner Premier? Yeah, Probably. I'd even say it has a decent chance of doing so. But it hasn't at this point. He more then likely put those logo splashes in there for punch and effect. As well as the MPAA green band trailer splash.
Also, His site, Koales.net hasn't been updated since 07. So that's probably why it's not on there.
I did, having given information from that thread well before your comment. I also already said that the creator called it a fan film.
Let me summarize the already short post for you: "The quality is great and it even has an appropriate film label on it, but the creator said it's just a fan film teaser. Whatever it turns out to be, it looks great and there's no information on where it's going from here."

Hopefully it does, and it would be nice to not end up with something like this.
I think there's plenty of room to expand on The Dark Knight, maybe with a wackier Joker, Harleen becoming Harley or maybe a not-really-dead Two-Face even if Nolan said he absolutely was. And goofy/horrible stuff like the Joker suffocating people with adhesive pies or burning things with acid spraying flowers are things that work far better in CG or animation than it would in live action, where they would just seem awkward.
