that guy is a weenie. once you figure out his pattern, he's pretty easy to get by. just keep blocking low, when he goes for that little "paralyze u" kick, he's vulnerable for you to just walk up and grab. he'll keep trying it, so just keep grabbing him. thats how i beat him on hardest.
