Its supposed to be his full oozaru (giant monkey) form. But, using a bit of common sense, it seems as though its probably a mid level transformation.
Remember the movie is Dragon Ball, NOT Dragon Ball Z, noooo super saiyan.

you know these guys arent going for exact continuity with the series. I'm even pretty sure they've confirmed that goku will in fact go super saiyan in the movie.
But i'm pretty sure this aint it. like somone else said already, it seems more like a mid-transformation of goku turning into the Oozaru, which occurs when a saiyan with his tail still attached sees a full moon.
The site had it posted as "Super Saiyan" so I don't know why they had a pic of the Oozaru next to it. Maybe just a site fuck up. Either way, doesn't look like the film is following the storyline exactly, but it does make sense that that would be the Oozaru form. After all, I bet if Goku turns Super Saiyan, their just going to add some frosted bleach tips to his hair or something.
