Turn it on in XP, then just hook your 360 to the computer on a wired connection and you're online.
But seriously, buy a router. They're like $15-20. You'll be glad you did.
ICS sharing is for people who have USB based modems from like 2001. Everyone else SHOULD BUY A ROUTER.
If I have my own internet connection can I just plug the XBL cord into the back of the computer and play or do I have to have an ICS?
I took your question two ways - either that you want to use Xbox live on your PC itself, or you want to grant connectivity to your Xbox from your PC.
First answer:
There is no actual software for live on your PC, its only built into the games themselves. For instance, if you wanted to see your Live buddies, you have to open up halo 2 or shadowrun, go to the Live bit and look from there. I guess they figured the web client negated the need for software. This is at:

You can do everything useful here that you can do from the 360 dashboard.
Second, much more likely answer:
Firstly you need two network connections on your PC. My motherboard has two built in, but if yours only has one you will need to buy a seperate card (these are really, really cheap).
Once you've installed the card and its drivers, you run a wire from your new card to your 360.
I think all thats left to do is go into control panel/network connections, find the connection which represents your internet connection, right click it and go to properties. You'll see an option for enabling sharing on that connection , I think under 'advanced', assuming you're running XP. This usually asks a) 'share this connection' and b) 'allow other users to control this connection'. You just tick the top box and press ok. With a bit of luck, your 360 should now have connectivity to the outside world through your PC.
Obviously if you reboot your PC, switch it off or alter its network settings, the 360 loses connectivity too.
I'm doing this completely off the top of my head, quite poorly considering I work on an IT helpdesk. If that's no help or you want more advice, feel free to PM me. I used to use this method before we got ourselves a router, and it did the job without a problem.

No it can not connect wirelessly without an adapter. If you're considering using wires anyway, a cheaper solution would be to buy a wired router, and run a line from your 360, PC, and modem into it. Like buttah.
