As far as finding a system and games, Amazon's z-shops is a good bet. Most EB/Gamestops don't sell used DC games anymore unfortunately, but it can't hurt to give your local game stores a call and ask.

The system supports four controllers and controllers don't cost too much nowadays. I swear I'm missing some games though or else my list would be much larger and I can't think of them.
Oh, and yes, Jet Set Radio for the xbox is a sequel to Jet Grind Radio. One of my favorites. ^_^
Now if that process just so happens to be identical to how you burn images of illegal games its entirely not my fault.
If your a graphics whore hunt down the Dreamcast VGA cable. The Dreamcast is the first system I can remember that marketed a VGA cable that enabled you to hook up the system to a PC monitor. It made the graphics unreal for the time it was out.

No clue about the illegal stuff to be honest, never done it myself. I just know that it's out there, and some googling probably will be enlightening.
Also, IGN reopened their Dreamcast channel last year and have added a ton of features and retro reviews that will be very informative to you.
I second the recommendation on Armada. It was really meant to be online multiplayer and really could use a revival on XBL or PSN. It was simple but fun.
Virtua Tennis is also a good time. It's the original game and really hasn't changed all that much compared to the newest version on the 360 or PS3.
The Alcohol 120% method is very effective. Some ISOs of DC "homebrew" come with loaders built-in. If there is one with and one without get the one with, it's much more simple. Otherwise, you'll need a bootloader.
