Everything in NY is pricy and after a certain event that took place some businesses relocated because of that event. you should know what im talking about ;-) i live in the city
There is a thriving videogame journalism community in NY. Stephen Totilo and N'Gai Croal are both in the area so there is a good chance that videogame industry may take off here due to the heavy presence of journalists.
If you are looking to start a studio there is about zippy reason to start one in NYC. As previously mentioned it is going to kill you on overhead and taxes and salaries, and on top of that you are going to have to lure developers to your city because like you said there isn't anything going on there.
It's not just bad for games -- it's bad for almost any tech venture you can think of. It's really expensive and business-wise there's nothing special about the city.
On the other hand there's a ton of journalism and general culture stuff going on in NYC, so it makes sense that such people would set up in NYC.
California is also expensive but it has a lot more technical synergy. Ideally you'd start a new studio in Texas -- lots of talent and very low taxes and overhead.
