That scream is one of the most over-used sound effects of all time, you will find it almost everywhere, be it movies or games. So yes, it problably was in Starcraft too :)
It's so horribly cheesy, it baffles me that it is still in frequent use...

That is the well known Wilhelm scream you are referring too. Star Wars brought the scream back, and it's been in use since then.
Here is a compilation video that shows it used in lots of shows and movies (note that the Venture Bros love to use it). Pretty interesting that it's still being used when it was originally recorded in the 50's.

Seriously, just because there are a little bit more decapitation moves and some more weapons doesn't make it for me. If you are a new NG-gen lover, go have fun.
You know what would make it fun? if monsters could decapitate YOU! thats right bishes, you mess up, monster lops off a arm, now you have only 1 arm to fight with.

I'll still get this game. I enjoyed NG:Black and I'll be buying NG:Sigma once I buy the MGS4 PS3 bundle... but as of now, it's my opinion that DMC3 was a fighting masterpiece that is unbeaten by any other game in its genre.

The game is meant to be hard. Really fucking hard. In the the words of its creator, "In most games the enemies are there for you to kill. In Ninja Gaiden, the enemies are there to kill you." And it is a greater game for it.
