I had the same problems with Elder Scrolls and Fallout. I really hoped they would have improved things with Skyrim, but nope.
There are big problems with the AI and the physics of their game engine. There is an overabundance of no fear for the enemy AI. Combat is basically whack-a-mole. The enemies have no reaction to being attacked... If you attack an enemy first it does not even interupt their attack animation.
Condemned did a better job at melee combat and it came out in 2005. It seems like they would be better off using Unreal engine or one of the other game engines.
I gave Elder Scrolls and Fallout a fair chance but im just not into the games that Bethesda makes. When so many other games have smooth animation and physics theres really no excuse for this rock-em-sock-em-robot combat in 2011.

If you had played the game - and clearly, you haven't or haven't payed attention to what you have played - you'd know staggering/interrupting is a chance element dictated by perks in the game.

There's a perk for it on magic and each type of weapon. I just got it for bows.

You should have played Morrowind, that was back when your attacks were still dice rolled. Meaning you could visually connect a hit and it still might not count since the dice roll decided. Some people considered that sooooo deep, too.

Also, while there are some problems with AI pathfinding, I've found most enemies will actively dodge my arrows and even take cover if needed. For how I want to approach it - which is stealth, sniping and magic - I've seen none of the issues you described.

Also, spacing your paragraphs out is OK, you know.

I want the 1 minute, 14 seconds I spent watching that video back. Even as someone who generally dislikes Bethesda games, that video didn't really prove, to me at least, that the AI and combat are "shit". I've seen others videos and read others comment along those lines, so I don't doubt it...but the video doesn't really show it in full "glory" heh

Yes some of the animations in Skyrim are pretty bad. The jumping animation is a particularly amusing example:

It reminds of the rediculous looking jumping in Virtua Fighter 1!
