I could be totally, wrong, but there's a TON of stuff supporting this idea.
Let's not forget MGS2 where we THOUGHT we would play as Snake, then when Raiden shows up, he goes under the name of "Snake" for a little while before getting his name changed to "Raiden". So "Raiden is Back" only confirms the codename. Now let's move on to the evidence...
EXHIBIT 1) SUNNY Days Are Here Again!
On the "NEXT" website, the "Raiden" thunder (god) storm is over. And it's
SUNNY again. And at the end of MGS4, Sunny herself said
"Sort of like the sun...it's RISING again!"
EXHIBIT 2) Flowers Blooman
When the website's page shifts to the wall, we see a picture of "Raiden" and a FLOWER in the upper right corner. Who wore a flower in that same corner? Why it was SUNNY in MGS4!
EXHIBIT 3) Dose Eyes!!
Those eyes look rather similar, don't they? Granted Sunny's eyes are a little lighter, they're the same pigment. And when you look at "Jack the Ripper" Raiden's eyes, you see that his are CLEARLY
blue and not orange/reddish.
EXHIBIT 4) Dat Face!!
That face looks pretty feminine doesn't it? Even for "Jack the Ripper" Raiden, This is a combination shoop of the new "Raiden" face and Laughing Octopus' face from MGS4.
EXHIBIT 5) Dem Accessories!!

Hmm? "Use designated tool to remove fastener?" What could you be fastening? Maybe dem grown-up titays?
That's a stretch, but you never know. However, there's also this other one...
Those sure are some FABULOUS nails for Jack the Ripper Raiden, aren't they? HMMMM...

So that's all the evidence I have so far. Sure, this is all speculation, but you have to admit there's a strong possibility this is true. It would actually make sense for Sunny to take on the "Raiden" codename
since Raiden was who rescued her from the Patriots.
And let's not forget. Kojima LOVES to fuck with our heads.

But what does Lightning Bolt Action have to do with it? Hmmm.
"Lightning Bold Action" the codename is "Raiden" which is the "Thunder God". Also, she's a ninja like him so it's probably a lot of quick hack/slash action-ish things, maybe.
I know his name means Thunder/Lightning God :P
That being said...I wouldn't mind playing as an older cybernetically enhanced Sunny. Maybe on some search for Raiden after he disappeared for some unknown amount of time for some unknown reason.
Or maybe Raiden just got an upgrade that includes new eyes(since the visor isn't present in the pic).
It's already pretty much confirmed that things aren't what they seem. Hell, in the Famitsu interview Kojima said that the guy that looks like Big Boss ISN'T Big Boss. So that could very easily mean that this "Raiden" isn't Jack.

What if it's Olga though? And I bet that Big Boss fella is actually a young Roy Campbell(though older than in Portable Ops) too. Its probably not though because I was able to guess it like that though... XP

Seriously though, Roy is the only character that, to me, seems hippy enough in the MGS series to let his facial hair become that scruffy at that age.

Seriously, he ruined the ending of MGS4 for me. When he started bawling like a little bitch and just wouldn't stop while there was business to do, he pulled me out of the story completely. I just didn't care anymore. I tried, but I couldn't do it. The rest of the game felt empty to me. Jackass.
I'm betting it's that Pliskin guy from MGS2 (I'm kidding).
This would be that greatest thing ever if you're right about this being Sunny. Fucking A, would that ever be awesome! If you think about her awkwardness in the first game, I could see her easily turning into a cold, badass assassin. I'd love that.

EXACTLY. Aside from maybe having a God complex/Power Tripp about the slick stuff she pulled off in MGS4 (though as a kid, she's too humble to boast), coupled with getting the real dirt on what happened to her mother, Sunny is going to flip the geek out and start cuttin' fools.
