*This may or may not be accurate information, this is my understanding but I haven't really done any research into it, and no I don't know if you can damage your TV by trying to display the wrong type of signal.

Is there a region lockout on the PS3?

If you live in the US, you need NTSC.
If you live in Europe, you need PAL. And most stuff works on all PAL tv's while some NTSC tv's don't like PAL. The end :)
Holland has PAL and English, we never have localized audio unless it's some Disney/EA multiplatform kiddie game. We also use subs in our movies, so there's not much dubbing like in France or Germany in the media here.
You can change the region coding on the Wii game once it has been ripped, and then play it on your modded Wii. But that's only legal in Australia eh? ;)
