HAHA! I had a similar thing happen to me when an enemy guard on top of Megaton fell and landing in this turbine thing which caused his body to soar thousands of feet into the sky.

i was walking the wastes one day when suddenly a dead dog came flying through the air over the top of a huge hill and landed right in front of me.

one of my all time favorite gaming moments, i only regret that i didn't quicksave while he was still airborne :(

It's not from any specific quest. All you have to do is get access to Tenpenny Tower and go up to his balcony.

I saved before,so I could do it multiple times, I just shot him in the face with "The Terrible Shotgun(70Dam)" and watched him explode with bloody mess. Best part about it...good karma:) ha.
