Now that I've got the
standard and conventional guess out of the way, I'm going to go out on a bit of a limb here. It's a character that's been the subject of a lot of speculation about his possible involvement in the game as of late. I'm talking about none other than the blue bomber himself, Mega Man!
Moveset
B: Fire Weapon - Mega Man fires whatever weapon he currently has equipped. If he's gut the Mega Buster equipped, he can charge the shot up. A fully charged shot will do a maximum of 20% damage. A non charged shot will do a maximum of 3%, but the amount of damage will decrease quickly.
< or > + B:
Rush Attack - Mega Man whistles for Rush, his robotic dog friend. Rush flies onto the screen and Mega Man jumps onto him. They rush (no pun intended) in the direction pressed doing a maximum of 12% damage.
^+B:
Beat Lift - Need a lift? Mega Man summons Beat to his aid with this move. This move doesn't dish out any damage, but it can save you from crashing and burning by lifting up in the air for 3 seconds. You can even modify the direction Beat will come flying in at!
v+B:
Change Weapon - This is another move that doesn't do any damage, but it gives Mega Man a large variety of options in his fights. He can cycle between the Mega Buster, the Leaf Shield, the Time Stop, and the Copy Vision.
The Leaf Shield comes from the sky to surround Mega Man in a razor leafy shield. The leaves absorb 1/3 of all damage taken from attacks and will disappear when dealt a maximum of 30% damage. If Mega Man hits an opponent with the leaves, (either by summoning them when below an opponent, or by getting very, very close) it'll deal a maximum of 18% damage. This is Wood Man's move from Mega Man 2.
The Time Stopper will stop all of your opponents for 2 seconds. It doesn't do any damage, but think of the possibilities! This is Flash Man's move from Mega Man 2.
The Copy Vision creates a copy of Mega Man that can't be damaged, and that stays in one place. This copy does whatever attacks Mega Man is doing at the time, however the damage from the copy is reduced by 1/3. This is Astro Man's move from Mega Man & Bass.
Final Smash:
Ultra Super Mega Man - Mega Man joins together with Rush and Beat to achieve ultimate power. Mega Man grows to 1.5 times his normal size and can now fly. While flying he can shoot missiles by pressing B, and he can shoot an electric beam by pressing A. The missiles move slow and hit for a maximum of 22% damage, and the electric beam moves fast and hits for a maximum of 15% electric damage.
Ultimate power is achievable for Mega Man, but only in the world of Super Smash Bros.!
Mega Man's Stage:
Mega Man gets a pretty basic stage. It'll be similar in lay out to the Battlefield stage with some key differences. The stage will also be themed like the opening level in Mega Man 8.
This level allows Mega Man enough room to get away and charge up a Mega Buster shot while also allowing him to get in close to get off some Leaf Shield attacks. The middle of the base platform is also unstable, and if it takes enough damage it'll be destroyed! Once this happens, we've got a five platform stage.
Hazards:
On the bottom platform there are two hard hats that will periodically pop out to shoot some energy pellets towards the middle of the screen. They behave like they would in a Mega Man game, except they don't move at all and can't be destroyed. If you decide to stand on the hard hat while it's hiding, it'll send out an electric shock that'll do 5% electric damage to you, and will knock you off.
Fans of the Blue Bomber have been rallying behind the idea of Mega Man appearing in Super Smash Bros. Brawl recently thanks to his 20th anniversary. Mega Man was an iconic Nintendo character, even appearing in the Nintendo-centric
Captain N. (However, he did
look and
act much differently than expected.) One of the Nintendo's very best games was Mega Man 2, and Capcom and Nintendo seem to be on pretty good terms with each other. It's not a far stretch to imagine Mega Man going toe to toe with Pit in a classic Captain N grudge match. Then again, there is

Well, he wouldn't be a very strong fighter (after all he's a robot boy) so I feel that the strength of the special moves should be pumped up a little. And besides that his fully charged Mega Buster shot is less powerful than a fully charged shot from Samus.
It's not as if people would be in mid-air and then just fall down when he used the time stop, they'd all just freeze for 2 seconds. It would become less effect if spammed too, like any other move. After a while it would "freeze" people for so short an amount of time that it wouldn't be recognizable.
You know who would make an awesome smash character? Ken Masters (or Ryu I guess...). Anti-Air shoryuken, hadouken works as a projectile, different kicks for attacks, and the hurricane kick would make a great Smash attack. And for a super smash attack he could just Shoryureppa or Shinryuken the hell out of his opponent.
It would be so cool!

Let's say I want Mega Man to be like Kirby (except he gets enemy powers by killing them with his Mega Buster, instead of inhaling them), what do you think of that?

That would make him less powered, but it would make him very swingy... plus it would make him seem like an underpowered version of kirby instead of a unique character. Instead of getting their power by pressing 'B' when you're close, you have to kill them.

I really don't see how the moves are over-powered.
In order to hit someone with Leaf Shield you have to be directly below them, or when it's around you, be close enough to throw them in order to make contact. So in essence, it's kind of like Pikachu's ^ + B. No one says that the thunder shock is an over-powered move, and it does a maximum 17% damage. The Leaf Shield would have a semi-constant hit rate, but each hit after the initial hit would only do 1% damage up to 3 times before it did no damage at all.
The Time Stop would stop the other players for a maximum of two seconds.
How long did the freezie freeze you for? At least 5 seconds. I never heard anyone complain about it breaking the game. Likewise, the Ice Climbers v+B move would freeze opponents for a second or two once they were at about 80% damage, and they were never overwhelmingly powerful characters.
The Time Stop, like all moves in Smash Bros, would become less effective the more frequently it's used. So the second time it's used it'll stop the other players for 1.25 seconds, then .5, then .15, then .08, then .015, then .005, etc. And if it's used too frequently in too short an amount of time it'll stop working all together.
The other solution I thought of to balance the moves out would be to have them always have the same effect, but have limited ammo, which would be represented by an old school ammo meter in the top left part of the screen. You'd get one or two shots of the time freeze, 5-10 of the copy vision, and 8-12 of the leaf shield, depending on how long you're set to play in the match. That would, however, throw off modes like adventure, where you can dick around in the level... if time's counting up, you'd get a ridiculous amount of ammo just for standing around; if time's counting down, it'd be unfair to put time pressure on you AND make you weaker overall.
