It's one of the few game releases this year where everything actually works. No game breaking glitches, no big issues, no online pass... it just works.
I loved the campaign. It's short, but so awesome... a total thrill ride. The online play is addictive, though I personally find it a bit soul-less because there really is little in the way of team work needed and I prefer more team oriented shooter games - but that being said, the actual shooting mechanics are second to none. The controls are smooth, there is lots of choice for game modes and there are tons of customization options.
... though for the 750 million they made in the first week of sales (and knew they would make!), I figure that they might have sprung for dedicated servers instead of peer to peer servers!

Actually, there are dedicated servers. Many people don't know but all you have to do is turn it on in the options menu so they show up.
Have they balanced it, or are half the weapons completely obsolete, and the perks guarantee an extra three kills?
Are the weapons balanced? Not really. There are some that are simply more effective than others. However, in my experience, I find a good player with an average weapon will still wreck an average player with a good weapon. And sometimes there are weapons that just work for you beyond explanation.
For instance, I never tried the Type 95 until after it got nerfed. Now that everyone has stopped using it, I find I'm the only one with a class based around it and ever since, my K:D lately has shot up from about 1 to 1.6.
