I think the problem with rating the music is this: if it's a song I don't know or don't particularly like, I'm not going to download it. If I don't download it, I can't really rate how well it works as Rock Band DLC.
In short, you're probably seeing such high ratings because people only download the songs they know they like.

The ratings won't matter to me (I'm still buying every song), but it's good to see more info about the songs.

I wish there were more previews of the songs being played.
