If you couldn't tell, this is Meta Knight's Final Smasharoo! Like everyone else, you must get the Smash Ball first. Where was I? Oh yeah ... there are TWO scenarios.
First Scenario
Swing that cape, meng.
Awww, look at him trying to hide! That is cause you missed him.
<Insert some sort of Monkey Butt Sex Joke here>
Better time that Smash just right. If you don't and you swing the cape and it makes NO contact, then you my friend just wasted a Final Smash.
Second Scenario
Look, the contact is made and it is all sparkly...
...and all dawkness.
Then Meta SLICE through the knight and POW! Brightness! This of course launches enemies. But don't worry, there is more toooooo it!
If ANY enemy touches the cape ...

Ooo, a unique F.Smash! Small range and target range, but it makes up with power. I wonder if it usually is an automatic take out? Hey, at least it is better then
dancing queen or
peanuts!
But I like the "status change" smashes, like the peanut gun and dance. It at least breaks things up from the usual SUPER MOVE thing and could add to the tactics.
And you can miss? Geez.
"If there are others besides the enemy you hit with the cape..." on the screen then they get hit. It's a confusing sentence but thats how i read it.
Here is a video of Meta-Knights Final Smash from the E For All Demo. It looks like you kill the opponent you hit with your cape and do minor damage to everyone else.
I like the idea that you can miss, too. I don't think a Final Smash should just be a "look I got the ball now I use the move to win" sorta thing. It needs to be tactical and that's exactly what this move is. I think this Final is pure win, personally.
I like the fact they're switching it up so much with these. It's really gonna add a lot to the character selection process 'cause you'll hafta balance their regular moves with how effective their Final Smash is. Good stuff all around.
