That seems like an incredibly unbalanced assortment of cars. I presume that is only a smidgen of the full list? This is still a forza game after all.
This game isn't being developed by Turn10. It's being developed by Playground Games. Turn10 are only supervising. Although there hasn't been any announcement I think it's safe to say Turn10 are working on Forza 5 right now.

The game is supposed to have around 200 cars in it. Not as much as is usual with Forza, but still a large range. Most of the cars they have cut out are, understandably, track only race cars and the low end eco-boxes.

I can't bring myself to buy Forza due to having to buy half the good cars as DLC.
Make a racing game with as many cars in it as possible, and ill pay for new tracks, but holding back cars just turns me off buying the game altogether

That's not really the case. None of the cars in the DLC are necessary in any way (unless you want to do the Porsche events), and they're certainly not the "best". All they really are is just more variety for people who want it. Pretty much any car can be made more than usable in its own class.
