Good list, I began playing City as late as two days ago, so I'm not sure who's in that yet. But I would love for Man-bat do make an appearance.
While I agree that Jane Doe is a super cool villain and needs to be used more, she was literally only in that one series, and hasn't appeared since, so I doubt Rocksteady would think to use her.
I just really hope we see Scarecrow come back as possibly teased in AC, I miss those trippy fucked up sequences, more of that please!
Never heard of Jane Doe before though and she sounds like a fascinating villain, the Hush side quest felt somewhat creepy at times despite its relative short stay so Jane Doe could work wonders.
Oh and I also want a TDKR voice filter for Bane, just because I love how bad ass and silly he sounds in the film.

Actually, several of those character DO appear in the Arkham games. For example, Black Mask is at the beginning of Arkham city and is a boss in Nightwing's DLC. Also, Killer Moth is shown to be dead in Arkham Assylum.
It sounds like DC smells the money dripping off The Avengers movie, and they are already planning a Justice League movie. So I think you can find villains from any DC comic out there, and assume that they loosely cross over into the same universe and would be fair game for the next Batman game.
I thought they even said recently that they're wanting to include more DC characters in the next Batman, so you might even see Superman make a cameo or something. Or Superman Versus Batman? That was great.

I finished City recently and was very disappointed on how little the Joker (Hamill) appears. Actually, I'm very disappointed with the whole game, but that's another topic.
Focusing more on lesser known villains would be against their interest of pleasing the general public. Personally, I'd be much more excited for a year one + long Halloween approach (less villains and more crime fighting).

I'd actually love to see Scarface as an actual villain even the original guy as in the Animated series he was downright disturbing. I think the new female puppeteer could be an interesting addition. who knows maybe rocksteady could add both of them in and have some weird combined crime gang with both of them, or simply have you defeat one only for the other to take over.
All these led by Hush would be incredible and way more interesting than the billionth classic Batman rogues gallery.
I'm not so sure I'm crazy about the idea of "upping to the creep factor" to the point "pushing into rated-M territory." Pushing Arkham City into darker and grittier territory for it's own sake caused a lot of (unintentionally) uncomfortable thematic elements to sneak through (see: the Film Crit Hulk article that had so many batfans/gamers up in ams last year), and to be honest, I feel that the overall lighter tone in Arkham Asylum really gave the unsettling moments that much more weight, whereas AC was just dreary throughout.
Awesome list. I know almost nothing of the Batman series outside of Rocksteady's games and Hollywood's films, but these all sound great to me!

I really hope the rumors of a Silver Age prequel are false. Rocksteady's established a really great alternate continuity with their Arkham games, and having their next game be a prequel would more or less throw all that out the window. Beyond that, any Batman fan will tell you that the series has been at its best the last 20 years or so--it's why things were left more or less unchanged after the New 52 revamp (except for Tim Drake's history and role in Gotham getting massacred, but that's another rant). By doing a prequel set in the Silver Age, you take away nearly all of Batman's coolest allies--Nightwing, Cassandra Cain, Oracle, Jason Todd, Tim Drake, Damian Wayne, Batwoman (though she's sorta outside the main Bat family), Azrael, etc. Worse, if the rumors are true, JLA members will make guest appearances to compensate. Gotham works best as its own world, isolated from the demigods of the DCU. Once you introduce Supes, Flash, and GL into Gotham, whatever threats Batman's villains pose seem quaint and harmless.
I'd love to see a fight set in the dark against Onomatopoeia, complete with text popping up around Batman (he'd probably have been drugged)
If the new game is going to be set at an earlier time - and hopefully with a lighter tone to reflect the sheer bonkers of such comics, i'd say Crazy Quilt would be amazing to behold.
Likewise the tone of The spider would add some excellent contrast, not to mention another fantastic visual.
And if such a game had the art style of Alfredo Alcala, i'd do a backflip. Or bat flip. ^-^

Night of the Owls was easily one of my favorite story's in recent memory. For a while they broke him. He was terrified of them. The writing was great too. Not many villians can make that claim without some sort of gimmick. Their gimmick was just good ol' fashioned psychological torture. In a way, they made him break himself.
I could see this being adapted extremely well into a game. Especially since every member of the Bat family has a role in it. Especially Nightwing who arguably has the most important role of all in it.
If people are curious the story is Batman New 52 #1-11. I don't think you'll regret it. I haven't read comics in a while but that story dragged me back in big time.

Different times, different hero's. I also feel that Lego Batman 1-2 filled that gap already for the most part. In an... odd way? When you're reaching for nostalgia, it almost feels like you ran out of ideas.

One of the things I'm really hoping they do is provide more insight into the organized crime of Gotham. They made hints to it through easter eggs and Riddler trophies, but Batman spent quite a bit of time fighting against these guys (even going undercover, as Matches Malone), and it would greatly serve the games flashback storyline (I still think a full game going back in time is a bad idea, and that flashbacks would be better, but if the game is going to be fully set in the past...) to have the backdrop include some of his first challenges as Batman, which includes cleaning up this sort of thing. Pretty much put the Bat back at his roots.
Plus, families like Falcone's seem like good, dated, Thug fodder.
Other then that, a lot of other choices also come from easter eggs and riddler challenges (ones you didn't already mention):

Doesn't need to be a flat out boss fight either, just a bunch of random bomb defusing with the backdrop of the old serial as clues. THE MAD BOMBER BOMBS AT MIDNIGHT!

Black Mask is found in the very beginning if you walk to the right you'll see guards beating him up. Later on you'll see Wanted Posters for him and some thugs will talk about his escape.

The fight you mentioned for the owl is somewhat of what I would imagine of a fight with firefly... well with flames that is
Oh, and I'd totally want The Joker Imposter, aka Winslow Heath. That story arc was sick, and it was cool seeing a joker-like who had an entirely different M.O. and style.
While the Bookworm is an "alright" villain. I always enjoyed this fight from the show where Batman stops the fight to say "Wait! Your glasses! You should never hit someone wearing glasses" and then beats the shit out of them once they've taken them off

I can't place the exact situation, but I thought in City there was a strong insinuation that the Ventriloquist killed himself (or at least he had his dummy do it). I think it's tied into Penguin's displays and another room you find elsewhere.
Man-Bat could be a nice distraction for Batman to deal with while the other villains scheme. But yeah, other than that, I think you hit all the non-goofs of Batman.

If they were to use Professor Pyg, they'd probably omit the genital mutilation stuff, since it'd be hard to pull off(no pun intended) in a T rated game. I'm not getting my hopes up for any of those characters appearing. If the next game is going to feature other DC heroes, you can bet that it'll also include other DC villains. So people like Lex Luthor and Sinestro are probably more likely than Firefly or the Court of Owls.
Night of the Owls deserves its own independent game since it was so good. Or set up as the main storyline at least.
As a sequel to AC, it'd probably be the easiest to get past Jokers shadow as being one of Bats bigger villains.
I can't remember the last time Batman has actually been freak out but the Court of Owls pulled it off and I think players would easily forget the Joker when dealing with such a large threat.

I want to see Damien Wayne in the next game. Yeah I know he's not a villain, but considering that he technically is Bruce Wayne's son and the way Arkham City ended, having him show up would make things interesting. I'd also like to see more of Hush and Man Bat if we're goin for obscure villains, and maybe see Two-Face and Penguin return.
