Not necessarily, although that is near the top. (It's not like exclusives don't get leaked into the wild too.) The difference between making the game work on the PS3's/Xbox's fixed hardware means that if it works on my machine, it will work on yours. Trying every AMD/nVidia card you can get your hands on is a lot of extra work. Even without having to submit the game to Sony or Microsoft, compatibility on the PC is a huge hurdle.
I'll have to avoid the internet for however long between the console and pc release now god damn it.

PCs can use controllers, too, dude. And PC controllers are cheaper than console controllers.
No DRM besides a disc check? What exactly do you call that piece of shit Games for Windows Live?
if the choice is between paying $10 more for the console version or waiting a month for the (likely superior) pc version, many fans are likely to give in and cough up the extra cash.
and yeah, for the record the PC version of AA was better than the console version. i can't be bothered to post "that video", if the haters won't do their research it's no skin off my nose.
that's assuming you buy digital, even boxed copies of PC games are cheaper.
you're right though, i guess its the MS/sony cut that bumps the retail price. i do think that it's advantageous to be putting more sales on their platforms, but perhaps that's not enough incentive to account for the predictable delays PC software suffers.
