No.... but the game was translated and the DS isn't region locked.
So what exactly kept you from it?
Hell Carnage heart portable was never localized outside of japan and I still imported that even tho I can't read a word of it. At least programming in the game is intuitive.
So in this case anyone from the EU who is able to read English has no one to blame but themselves for not clicking their mouse three times and having it delivered to their doorstep.

999 is a equal parts "escape-the-room" puzzle solving and visual novel. You're required to play through it at least three (I think) times in order to get the true ending. Hell, I the true ending was the last one I got so I played through about eight times just to get it. The only complaint is that the "escape-the-room" segments don't change when you replay them (the answer is always the same) however depending on which ending you are headed towards new ones open up. But the mystery was just too damn good to ignore
No the DS is not region locked the DSi is region locked, two completely different fish, tho they do play 99% of the same games. It is rather times like this that I love my trusty DS phat, built like a brick and happy to play anything I put in it. Now if they have changed anything with the carts themselves that alters that on the DS it would be news to me. Save that 1%(?) of DSi games that have specific DSi hardware requirements like use of the camera.
Of course I don't think you are going to get any argument that region locking is anything but complete and total bullshit.
I was personally a stones throw away from cracking my Wii wide open so I could import Xenoblade before NOA finally got off their asses and deemed the US worthy via a gamestop exclusive launch. Everyone's region has bullshit to deal with. Don't even get me started on the number of games that never even make it out of Japan.
No one should ever be forced to rely on a grey market, in a perfect world. Sadly our world is not perfect but thanks to the miracle of the internet the global grey market is at your fingertips. In this case in lovely pre translated glory.
I do understand that there are hoops to jump through when a game doesn't get localized, but for a game like 999, the stupid process is more than worth it.
We should see other companies do reprints of older games so that people who want the successor but haven't touched the original don't pirate the game or buy it second hand.
